Action: BBC MASS OFCOM COMPLAINT
In November 2025, ten of the UK’s leading experts presented a National Emergency Briefing to an invited audience of more than 1,200 politicians and leaders from business, culture, faith, sport and the media in Westminster.
The briefing was a high-level assessment of the imminent, systemic risks to our food, our water, and our very survival. It was designed to show what is coming if we do not act, but also lays out clear evidence that urgent action will strengthen our economy, resilience, & quality of life.
The BBC is an independent public service broadcaster established under a Royal Charter and owned by the British public. When credible evidence of national risk is available, such as the National Emergency Briefing, the BBC has a responsibility to ensure the public is informed.
To bring this information directly to the public, the Utopia Bureau produced a documentary film: The People’s Emergency Briefing. Both the briefing and the film were made and funded by concerned citizens, not by the Government, or the BBC, as you might imagine. Read more here.
What we can do:

Ask Ofcom to intervene, to instruct the BBC it must tell the public the full facts by:
- Immediately undertaking a thorough review of their climate coverage (including why they are not reporting the most alarming climate news; for example, the grave risk of collapse of the AMOC ocean current)
- Immediately beginning a weekly series of prime-time TV documentaries, in which it is mandated to tell the public the full alarming facts about climate breakdown.

Please read this guidance from Jon Fuller, who for 20 years has been trying to get the BBC to tell the people the full horrifying facts about climate and ecological breakdown, in support of Extinction Rebellion's first demand - Tell the Truth.
Background and guidance
Ofcom allows people to make complaints direct to them in exceptional circumstances. Ofcom says:
‘Exceptional circumstances which might lead Ofcom to accept a complaint which has not previously completed the BBC’s complaints process may include (but are not limited to) where there are potential concerns about material that:
is likely to incite crime;
may cause financial or physical harm, or harm to minors;
involves under 18s in a programme or series;
raises problematic issues of a systemic nature within the broadcasting industry that may affect the BBC; or
has resulted in a ‘whistleblower’ complaint that it may not be appropriate for the BBC to resolve first.’
We are now complaining direct to Ofcom because the BBC refuses to address the issues raised in recent complaints by others. Other people have recently been complaining about the BBC’s refusal to report the most alarming news on climate; for example, the grave risk of collapse of the AMOC ocean current, the fact there is strong evidence global heating has accelerated, it will likely accelerate again due to the various climate feedbacks, research suggests 1 billion people will killed by 2C of global heating and there’s a risk 4 billion people could be killed by 3C of global heating.
The complaint focused on a Nigel Farage interview on BBC Breakfast, where he attacked efforts to ditch fossil fuels. People who have complained said the BBC should always put tough questions to politicians when their policies endanger lives. They provided references to support the argument that continuing to use fossil fuels will cause mass death globally, will kill thousands of people in the UK and the AMOC collapse scenario could result in tens of millions of deaths in the UK.

Subject: Extreme threat to life: BBC output on climate breakdown
Description of original complaint:
The public and senior scientists have been complaining to the BBC and Ofcom about coverage relating to climate breakdown.
Complaints prove that the BBC is censoring the most alarming news on climate. Censorship of scientific facts is already getting more people killed due to heatwaves. If the public aren't told global heating is accelerating, and told in detail what they must do to prepare, thousands of additional deaths will occur throughout the 2030s. Young people are at immediate risk due to the terrible fear climate is breaking down and politicians aren't doing much to protect them.
If the AMOC ocean current collapses millions of people in the UK could be killed. If the public are not warned prominently on TV by the BBC, people have no opportunity to attempt to avoid that outcome. The Joint Intelligence Chiefs have made it clear we face an extreme national security threat. The BBC represents part of that threat.
In 2025 the BBC said it intends to commence a review of its coverage of climate change. That still hasn’t begun.

Reason for dissatisfaction with the outcome of the BBC's final response:
The BBC has indicated it intends to adhere to its published policy: that it “should avoid worrying audiences unduly” (See 3.4.9 of its online guidance). By censoring the most alarming news on climate the BBC denies the public the opportunity to call for more action by politicians, and the BBC denies the public the opportunity to demand government prepare for extreme upheaval.
The BBC has become a national security threat and will contribute to getting thousands, perhaps millions killed.
Please demand the BBC immediately undertakes a thorough review and also immediately begins a weekly series of prime-time TV documentaries in which it is mandated to tell the public to full alarming facts about climate breakdown.
